AP: Richardson outlines education reforms

Parents, students and teachers at an elementary school in North Las Vegas, Nevada, got to hear Democratic presidential candidate Bill Richardson talk about his plans for reforming education.

Richardson, who is Hispanic, slipped in and out of Spanish on Tuesday as he told those gathered in the school auditorium about his hopes to expand early education programs, institute full-day kindergarten, require physical education and create a $40,000 minimum salary for teachers.

He also repeated his call to tighten standards in high schools and divert Iraq war funding to college scholarships.

He says if the country can spend $400 million for the war in Iraq, it can spend it for universal scholarships for every American to go to college.
